The Civil Service Commission claims that Cantrell was impressed with NOPD incorrectly to vary his promotional process authorized by federally after the controversy of degradation.
The latest Orlean-Curmist of Latoya Cantrell incorrectly disturbed the promotional process of the Police Department in Nowy Orlean, when she argued that it was biased against the degraded former commander, on Monday, the Civil Service Committee on the city.
The ruling appears a month after Cantrell recalled her right to the fifth amendment in order to not burden himself when she was called to testimony at the hearing in the civil service about NOPD promotions. For the fourth time, an independent agency stated that Cantrell was working improperly when she directed the police superintendent Anne Kirkpatrick to stop promotions, after investigations conducted by the general inspector, federal police monitors and federal judge Susie Morgan.
Kirkpatrick testified at the trial in the civil service of March 14, saying that Cantrell expressed concern whether the NOPD promotion assessment process was “institutionally biased” against the lieutenant Sabrin Richardson.
Richardson’s disciplinary history meant that it fell from the third best result to the eighth best result for promotion to the captain. Richardson was a district commander, but he was degraded to the lieutenant in 2022 and suspended for double immersion, claiming that he was on duty at the same time when he claims that he’s working on safety data.
Kirkpatrick testified that Cantrell ordered her to disregard the required federal scoring process, which contained a further review of the deputy boss, and as a substitute use only the process of civil service scoring, which can place Richardson in third place. The head of the police refused this, but agreed to stop all promotions to the major or captain for five months, from September 2024, based on the mayor’s fears regarding bias.
The Civil Service Committee stated that Cantrell’s fears regarding prejudices were “completely unfounded.” Two officers who won the first and second place were finally promoted to the captain by Kirkpatrick after a five -month delay.
Cantrell has not been accused of crime, but is involved in two ongoing federal investigations in the case of corruption, one against her former bodyguard, Jeffrey Vapp, and the other against Randy Farrell, a construction inspector whose federal accused of bribed the mayor.
Her criminal defense lawyer, Eddie Casting, who referred to the fifth amendment on her behalf last month, refused to comment on the civil service decision.
