The network is worked up to announce the promotion of Stephen Murphy, JD, to Mid-States Regional Director. Previously, Stephen served as interim principal and deputy principal. Under his continued leadership, the Midstate region team will expand the network’s work in public health data access, privacy and sharing. This expansion includes providing legal support for the federal government’s data modernization initiative in partnership with the Public Health Accreditation Board (PHAB); and offering legal technical assistance to CDC’s Master Data Use Agreements initiative to improve national data sharing. Under Stephen’s leadership, the United States region may even strengthen the Network’s efforts to promote legal and policy solutions that advance health and health equity through direct legal technical assistance and capacity-building support for health agencies.
“Stephen is a committed advocate for public health law, a fantastic team leader and is highly skilled in building relationships with many of the network’s partners. He is committed, trusted and a true expert in the responsible use of public health data and protecting privacy and rights to advance health equity and outcomes,” said Q. Dang, interim co-executive director and managing director of legal programs and techniques .
Prior to joining Network, Stephen was an attorney for the Chicago Department of Public Health (CDPH), specializing in public health data privacy and public health law. He served because the City of Chicago’s HIPAA Privacy Officer and worked with the department’s Institutional Review Board.
Stephen holds a law degree from Loyola University Chicago School of Law and is licensed to practice law in California and Illinois.
